October 17 2018 Special Council Minutes
OZARK CITY COUNCIL Special Session
October 16, 2018 Second Meeting 5:30 p.m.
Ozark city council met in special session on October 16, 2028 at 6:00 p.m. Roxie Hall, Susan Holman, Patterson, Warden and Anderson were present. Dwayne Patterson, Susan Holman and Mayor McNutt requested the special session.
On the agenda for the Special Audit requested in June by Roxie Hall.
Mayor McNutt noted that the water department had a real good audit.
Dwayne Patters asked the question, “I am curious why we waited until after August to call the special audit”.
Mayor McNutt responded that on June 21st Roxie called for a special audit. She said she called legislative audit and requested the special audit and was told the council had to vote to have a special audit. The council voted on June 21st to approve a special audit. On July 1, Mayor McNutt called legislative audit to see where we were on the special audit and he was told that he had to request it. Only the mayor is authorized to call a special audit. He authorized it at that time.
Legislative audit had previously done a regular audit of 217 records. Mayor McNutt asked Roxie if when she called to request the special audit if she was told that the mayor had to request it and she said that no, she was never told that.
Roxie asked if a regular audit only pulls 60 documents to check. Clerk Eveld replied that the first time legislative audit was here that is what they did, which is standard audit procedure, but when they came back after mayor McNutt requested the special audit, they looked at every record in 2017, stating they went over everything with a fine toothed comb. They found nothing to merit further investigation. They checked all departments and all funds.
Mayor McNutt informed council that he called Christy McCurry, the supervisor over our “special Audit” and she said that since they found nothing criminal, they would not formally do a Special audit covering 4 years of the fire department as Ms. Hall requested, however council could vote to hire a private audit, but warned that it would be timely and very costly to the city. Mayor McNutt told council that Marti Steel is Ms. McCurry’s supervisor and gave out her number if council had questions for her.
Susan said she was satisfied.
A motion to adjourn was made by Holman seconded by Anderson. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Warden & Patterson. No Nays.
The meeting adjourned at 6:10 p.m.
Passed and APPROVED this November 12, 2018
