MINUTES OF THE REGULAR MEETING
OF THE OZARK CITY COUNCIL
March 8, 2021
Ozark City Council Meeting Room
The Regular Meeting was called to order by Mayor Roxie Hall and upon a roll call, a quorum was declared to exist for the meeting. Present were Alderpersons Rex Anderson, Rusty Cagle, Brandy Flanary, Susan Holman, Charlie Meeker, and Randy Melton. City Attorney Kevin Barham led the Invocation and Brandy Flanary led the Pledge of Allegiance.
Rusty Cagle made a motion to approve the Minutes of the February meeting, seconded by Randy Melton. Upon a roll call vote, all Alderpersons voted aye and the Minutes were approved. Rex Anderson made a motion to approve the Financial Reports, seconded by Charlie Meeker. Upon a roll call vote, all Alderpersons voted aye and the Financial Reports were approved. Departmental Reports were presented by Charlie Meeker. It was noted that the Police Department had received their new vehicles. It was reported that Station 1 of the Fire Department has a water leak and is in need of a new garage door and lights. There was discussion about a request for new” jaws of life” equipment, and also about getting the old pool filled. Alderman Meeker presented a handout detailing amendments to the 2021 City Budget. A motion was made by Charlie Meeker and seconded by Rex Anderson to add Resolution 2021- 6
Amending 2021 City Budget) to the Agenda. Upon a roll call, all Alderpersons voted aye and the Resolution was added. Susan Holman then made a motion to have the Resolution read aloud,
seconded by Rex Anderson. All Alderpersons voted aye and City Attorney Barham read Resolution 2021- 6. Rex Anderson then made a motion to approve, seconded by Rusty Cagle, with all Alderpersons voting aye. Resolution 2021- 6 was approved.
A motion to read Ordinance 2021- 5 ( Regarding Alcohol Sales) was made by Rusty Cagle and seconded by Randy Melton. Upon a roll call vote, all Alderpersons voted aye and City Attorney Kevin Barham read the Ordinance. A motion to dispense with the 2ndand3rdreading of the Ordinance and accept by title only was made by Rusty Cagle and seconded by Brandy Flanary. All Alderpersons voted aye and the Ordinance was put to vote. Rusty Cagle made a motion to approve the ordinance with Brandy Flanary seconding the motion. Upon a roll call vote, all Alderpersons voted aye and Ordinance 2021- 5 was approved. A motion was then made by Randy Melton to enact the Emergency Clause and seconded by Rusty Cagle and with all Alderpersons voting aye the Emergency Clause was approved and Ordinance 2021- 5 will go into effect immediately.
A motion to read Resolution 2021- 5 ( Amending the 2020 Water Department Budget) was made by Susan Holman and seconded by Brandy Flanary. Upon a roll call, all Alderpersons voted aye and City Attorney Kevin Barham read the Resolution. A motion to approve the
Resolution was made by Susan Holman with Rusty Cagle seconding the motion. Upon a roll call, all Alderpersons voted aye and Resolution 2021- 5 was approved.
A motion to read Resolution 2021- 7 (Bank OZK Letter of Credit) was made by Rusty Cagle and seconded by Brandy Flanary with all Alderpersons voting aye. City Attorney Kevin Barham then read the Resolution. Rex Anderson made a motion to approve the Resolution, seconded by Charlie Meeker. Upon a roll call vote, all Alderpersons voted aye and Resolution 2021- 7 was approved.
A reminder was given regarding the City- Wide Clean- up to be held Saturday, April 3ra There was discussion regarding the Annual Spring Clean to be held the week of April 5- 10. Alderperson Susan Holman questioned why there can be no curbside pickup for this event. It was noted by Mayor Hall that according to their contract, CARDS makes that decision and they have refused to do curbside pickup. Recycling was also brought up for discussion. CARDS is currently allowing a recycling dumpster at the Transfer Station with the cost being split between the City and the County. Alderperson Holman suggested that we speak with CARDS about having one Clean- up be curbside pickup and the next being at the Transfer Station. It was also suggested that we revisit our contract with CARDS which was drawn up by former City Attorney Jeff Phillips and expires in 2023. It was noted that there is no charge at the Transfer Station during Spring Clean with a current Ozark water bill ( one load only) and that the Transfer Station closes at noon on Saturday.
March 19th is the annual ” Run for the Fallen”. Local businesses are being asked to participate in the send off from the Community Center. Breakfast will be served at the Garner Building for participants and their families. Flags will be displayed along the Cemetery fence row. Altus will also be participating. Meet time is at 7: 45am and the run begins at 8: OOam. The lunch stop will be in Clarksville, with the run continuing on to Little Rock.
A motion was made to adjourn by Rusty Cagle and seconded by Brandy Flanary. All Alderpersons voted aye and the meeting was adjourned,
