MINUTES OF THE SPECIAL MEETING
OF THE OZARK CITY COUNCIL
Tuesday, April 23, 2024
Ozark City Council Meeting Room
The meeting was called to order by Mayor Hall. Present were Council Members Summer Miner, Randy Melton, Charlie Meeker, and Argest Hyler. * Also present was Water Department Supervisor Tonya Talkington, Vernon McDaniel from The Spectator, Police Chief Devin Bramlett, Officer Shea Reed, T.F. White, and Mike Miner.
Josh Griffith, who was scheduled to speak regarding the sewer project on Kelly Street had not arrived, so the meeting began with Item 2b. Lance Carpenter had requested an Ordinance for a temporary entertainment district to be set up for Carpenter’ s Country Fest to be held on Saturday, May 18′ h, 2024. However, per law if an area does not connect with city streets, it is considered private property and all that is required is that each vendor obtain a permit from the ABC state board.
Tonya Talkington then spoke regarding the sewer project. A rough plan had been obtained last August taking the sewer line from I P Street to 14`h Street and costing $ 62,000 plus cost of engineering plans. She also has a new conceptual plan estimating costs at $37,000 plus. This version ties in on the south end and possibly no street repairs would be needed.
Mr. Griffith arrived at 6: 16pm. In describing the project, he explained that he is looking to build a series of tiny homes on Kelly Street, geared toward college students and small families. Water and utility lines are included in the property easement and it is zoned G- 3. Vernon McDaniel asked for the exact locale which is the corner of 14′ h and Kelly Street. Randy Melton asked ifthey were purchasing the property from the Miner’ s and Mr. Griffith responded yes. Charlie Meeker then asked if he wanted the city to pay and Mr. Griffith responded yes. Tonya then stated that she did not have any plans to work from for different agencies such as the Health Department and she would need them before proceeding and not after the fact. Mr. Griffith said that he could have them by the end of the week and stated that he did not have all of his paperwork gathered. Mayor Hall asked if the Council was prepared to go ahead with the project. Mr. Griffith then asked if a final decision could be postponed until all ofthe City Council members are present. Mayor Hall asked if the next Street& Water Committee meeting May 16`h) would be acceptable for him to present his proposal and he agreed. Ifthe proposal passes in Committee it will be brought before the Council at the June 1 Oth meeting. Tonya stated that definite plans are needed— not just proposals.
A motion was made by Randy Melton to adjourn the April 23`d Special City Council Meeting. This was seconded by Argest Hyler. Upon a roll call vote, all Council Members voted aye and the meeting was adjourned.
Minutes for the Ozark City Council Special Meeting held Tuesday, April 23rd, 2024, were approved and passed this 13th day of May, 2024.

Per City Attorney Kevin Barham 4 out of 6 members constitute a quorum. At this meeting, however, Council Member Summer Miner will have to abstain as she is a party to the sale of the property to Mr. Griffith. If three votes are cast in agreement ( whether for or against), the Mayor may cast the 4th vote.
