OZARK CITY COUNCIL SPECIAL MEETING
OZARK CITY HALL
September 19, 2016 5:00 p.m.
The mayor called the special meeting to order at 5:00 p.m. Present were Mayor McNutt, Clerk Eveld, and alderpersons Hall, Holman, Warden, Anderson, & Vicars. Waters was absent.
The agenda for this meeting is for the council to discuss the multi-purpose building.
Audy, Jeff and Jeremy were here and Mayor McNutt opened the meeting at 5:00 p.m. and said that the building committee had met last week and discussed putting the police department in the multi- purpose building and cutting some items from the family center to get closer to budget, but felt it should go before full council. Mayor McNutt turned the meter over to Jeff and Audy. Jeff took the podium and said as of September 19, the culmination of all the bids for the new building (after getting 84 bids) totaled $6,834,967.00. There were alternate deductions to save $110,000.00.
It will be a 12-month project. Jeff said they will use the building instead of construction trailers to save money. There will be $100,000 in excavation costs, which was unexpected. The building is on rock. They are 1% over budget.
Susan challenged Jeff on the prices. She said that it should be 7 million, not 7 million three hundred thousand. Jeff responded that the excavation costs weren’t in the last update. Mayor McNutt said the police station needed to be discussed. Susan said it wasn’t on the agenda.
Mayor McNutt said it was a part of the last meeting and the purpose of this meeting. Susan disagreed.
Victoria asked about the Garan building roof and the status of the roof for city hall. Jeff said it would be better to address all of the roof for cost effectiveness.
Susan said her problem is the money. She thinks it should be what we were originally told, which was 7 million. Jeff said the cost of the extra lane is $200,00 .00. plus the additional excavation costs.
This puts us at 7.3 million. Jeff said we are trying to get as much out of the building as possible to cut costs. Kevin read from March minutes where Victoria voted to add the lane making the total cost $7.3 million seconded by Holman. Chris Warden and Jeff crunched figures and got it down to $70- $75,000 over the original 7.3 million. Victoria said that interest on the bond might cover the overage. It was agreed that reserves could cover what the interest doesn’t. Chris warden made a motion to go with the deductions listed and use reserves if needed for the overage. Anderson seconded the motion. On a roll call vote, the following voted: Aye: Hall, Holman, Warden, Anderson, Vicars, & Waters, Mayor McNutt, and City Clerk Eveld.
There were no nays.
Jeff thanked the council. Anderson recognized all the hard work Jeff Gattis and Audy Lack had done on the project.
McNutt asked for a motion to adjourn, Susan Holman made the motion seconded by Anderson. On a roll call vote, the following voted: Aye: Hall, Holman, Warden, Anderson, & Vicars
The meeting adjourned at 5:47 p.m.
