MINUTES OF THE REGULAR MEETING
OF THE OZARK CITY COUNCIL
July 12, 2021
Ozark City Council Meeting Room
The Regular Meeting was called to order by Mayor Roxie Hall and upon a roll call, a
quorum was declared to exist for the meeting. Present were Alderpersons Rex Anderson, Rusty
Cagle, Susan Holman, Charlie Meeker, and Randy Melton. Alderperson Brandy Flanary and City
Attorney Kevin Barham were absent due to previous commitments. The Invocation was given by
Mayor Hall and the Pledge of Allegiance was led by Alderperson Randy Melton.
Randy Melton made a motion to approve the Minutes ofthe June meeting, seconded by
Charlie Meeker. Upon a roll call vote, all Alderpersons voted aye and the minutes were
approved. Rex Anderson then made a motion to approve the Financial Reports, seconded by
Randy Melton. Upon a roll call vote all Alderpersons voted aye and the Financial Reports were
approved. It was noted that the one cent sales tax went back into effect July 1St. All businesses
have been contacted by the city and the state.
Under Departmental Reports, the Community Center has ordered a new, commercial
grade vacuum for the pool. The Fire Department has taken bids on new garage doors. The Police
Department held a blood drive and has received a$ 1000.00 grant thru AACP.
The Policy & Personnel Committee reported that evaluations started July 12. They are
discussing PTO increases based on length oftime of service. Our salaries are behind most other
cities in Arkansas. The committee is gathering information before the August budget meetings.
The Police Department is starting a new finance program called PortConnect which may allow
them to save money in some areas. There have not been any problems so far with the new
handbook. The Fire& Police Committee report was given by Charlie Meeker. The Fire
Department has taken bids on 4 garage doors. The Yd bid is the highest in price but offers a
higher quality door and is a more thorough replacement. The question was asked as to ifwe have
bond money that might help cover the cost. There was discussion on what to do with Engine# 3
as it is not really needed( sell, trade etc).
There was no Old Business.
Presented under New Business was Ordinance 2021- 11 prohibiting the use of`jake
brakes” within the city limits. A motion to read the Ordinance was made by Susan Holman and
seconded by Rusty Cagle. All Alderpersons voted aye and Susan Holman read the Ordinance. A
motion was made to dispense with the 2nd reading and proceed by title only by Rusty
Cagle, seconded by Randy Melton. All Alderpersons voted aye and Susan Holman read the title
ofthe Ordinance. A motion was made to approve the Ordinance by Susan Holman and seconded
by Rusty Cagle. Alderpersons Rex Anderson, Rusty Cagle, Susan Holman and Randy Melton voted aye,
Charlie Meeker abstained and Ordinance 2021- 11 was approved. A motion was made
to enact the emergency clause by Susan Holman and seconded by Randy Melton. Alderpersons
Rex Anderson, Rusty Cagle, Susan Holman, and Randy Melton voted aye with Charlie Meeker
abstaining. The motion to enact was approved.
Presented next was Ordinance2021- 12 prohibiting the discharge of firearms within the
city limits. A motion to read the Ordinance was made by Rusty Cagle and seconded by Charlie
Meeker. All Alderpersons voted aye and Susan Holman read the Ordinance. A motion was made
by Charlie Meeker to dispense with the 2nd& 3′ readings and proceed by title only and seconded
by Rusty Cagle. Alderpersons Rusty Cagle, Susan Holman, Charlie Meeker, and Randy Melton
voted aye, Alderperson Rex Anderson voted no. He would like to have more public input. Susan
Holman then read the title ofthe Ordinance. A motion to approve was made by Charlie Meeker,
and seconded by Randy Melton. Alderpersons Rusty Cagle, Susan Holman, Charlie Meeker, and
Randy Melton voted aye and Alderperson Rex Anderson voted no and Ordinance 2021- 12 was
approved. A motion was made by Randy Melton to enact the emergency clause, and seconded by
Susan Holman. Alderpersons Rusty Cagle, Susan Holman, Charlie Meeker, and Randy Melton
voted aye and Alderperson Rex Anderson voted no. The motion to enact was approved.
Employees of the Quarter are as follows:

- Street Department Robert Gresham
- Police Department Shae Reed
A Shout Out! to the Street Department for Parks upkeep during the 4t’ ofJuly Holiday
and to the Water Department for their quick response for 2 water breaks that occurred over the
Holiday weekend.
The Parks& Recreation Committee will be meeting on Tuesday July 2& at 5: 30.
Black Hills Energy has donated$ 20,000.00 towards a padded walking trail in the
Community Center. Another local company is interested in possibly paying the balance of
approximately$ 14, 000. 00. A Putt- Putt Golf course is still an exciting future project and under
discussion.
Alderperson Susan Holman announced that due to a new job opportunity, the need has
arisen where she will need to resign her position as Alderperson for Ward 2. Mayor Hall is to
contact the Municipal League to verify the proper procedure for replacement as we are only 7
months in to a 2- year term.
A motion was made by Susan Holman to adjourn and seconded by Rusty Cagle. All
Alderpersons voted aye and the meeting was adjourned.
The Minutes for the Ozark City Council Meeting held Monday, July 12, 2021 were
approved and passed this 9th day of August, 2021.
